Criteria for Kealapono collaborations include:

• DOE or charter schools, and community-based organizations
• Native Hawaiian learner-focused (for DOE and charter schools, Native Hawaiian student population of at least 40%)
• Clearly articulated vision and gap need (student achievement gap or content/HCBE need)
• Receptive to both direct service programs to keiki and Educator Support & Development as part of a build capacity model
• Identified main point of contact to steward collaboration with Kealapono and to uphold collaboration criteria
• Adequate collaboration time for co-planning and co-delivery
• Ability to plan multi-year (e.g. goals, outcomes, milestones to track progress of collaboration)
